The WIPO ARR regional conferences are continuing around the world!
Second stop? Latin America.
This time, the host country was Uruguay, which welcomed the second regional conference on the Resale Right in Punta del Este on the 29th and 30th April 2026.
Co-hosted by the country’s Committee on Copyright, with the participation of CISAC and AGADO, the two-day event brought together CMOs, policymakers and artists to discuss the status of this important right in the region.
Historically linked to ARR, Uruguay was one of the first countries in Latin America to incorporate it into its national legislation and has continuously advocated for it as its implementation has become increasingly established in Uruguayan legislation over the past two decades.
However, Uruguay is not the only country drawing attention to ARR in the region. Interest in a more transparent and efficient implementation of ARR has been growing in neighbouring countries, where crucial differences among national legislative frameworks were highlighted during the event.
Transparency was another recurring theme throughout the conference, particularly in discussions around data related to the sale and resale of artworks and the mechanisms used by CMOs to collect and distribute royalties.
Participants also reached a consensus on three key objectives for the sector:
• Strengthening the position of visual artists
• Promoting transparent and sustainable art markets
• Ensuring that the economic benefits generated by the circulation of artworks return to their original authors
As was the case at the previous regional conference in Rabat, a roadmap outlining action points based on the constructive discussions held in Punta del Este will be developed.
